I am thinking there MIGHT be one way for Houston to offer the MLE, assuming the whole David Andersen deal is still on ice (i.e. nothing is done until FIBA approves it):

Basically, either (1) have the deal re-structured so that ATL uses a part of its MLE to sign Andersen, and trade that signed player to Houston for the same consideration (cash + 2nd round pick), plus the Steve Francis trade exception... or (2) screw over Andersen-- withdraw our offer to him, and use that money to sign Odom. Then Andersen will need to either go back to Europe (as a VERY VERY angry man, I would think) or we can trade his rights to some other team who will sign him to a deal.

Now, both of those will require the Rockets to take back on some step they already too, and I am not sure if either is allowed under the applicable rules (And does ATL still have its MLE? I don't recall them having used it).
