Gary Kubiak called plays under Mike Shanahan. Mike had a ton of experience at the offensive side of the ball.
They don't want a new offensive scheme. Otherwise Kelly was the perfect transition with levels of experience. To have a new scheme with a newbie at calling plays, that's even more challenging.

Eh - he took over an awful Eagles team that was one of the worst scoring teams in the NFL in 2012 and immediately made them top 4 in each of his first two seasons in a worst-to-first turnaround in his division. Conveniently, that chart doesn't include the 2012 numbers. He either got figured out eventually or the focus on being a HC took away from his OC success, but he was definitely not an awful play caller.
