Obama to deny FEMA funds to states that deny man-made climate change

This looks to me like such a nonevent that I'm surprised people are talking about it. This is not FEMA disaster assistance. These are block grants given to assist states to help execute on risk mitigation strategies. The grant is dependent on the state doing their proper due diligence and the guidelines define what that looks like. The guidelines ask the states to consider climate change (which they don't say is man-made even) as they assess their risks and consider mitigations. That's it. What mitigation of climate change will look like will be something like being a bit overindexed on resources to respond to severe weather compared to historicals because of an expectation they will be more frequent in the future. What it won't look like is the state having to close all their coal power plants to stave off global warming, or reduce the speed limit to 55 to cut down air pollution. This stuff is extremely bureaucratic and boring -- no one should be bothering talking about it.
