First as an initial proposal in June 2009 2. Introduced into Congress by Chris Dodd and Barney Frank in December 2009 Come on CaseyH, do a quick search and you'll see that he has posted outside this forum.

Even if you're just mistakenly talking about another bill, I'm still not sure which recent high profile bill "forced foreclosures" like you say. - Dodd-Frank was about Wall Street Reform - Fannie/Freddie takeover aimed to minimize foreclosures - EESA/TARP was passed to minimize foreclosures - ARRA had foreclosure assistance
