I've heard this claim, but it's pretty dubious and based on some statistical discrepancies (reporting of kidnapping is probably much higher than in third world countries where it is more commonplace). To say that you'd be safer and less prone to kidnapping if you were walking around, say, Port Harcourt, Nigeria, Rio de Janeiro, or Islamabad, than Phoenix, AZ strains credulity.
Perhaps if my white butt was strutting around in those places, I wouldn't be very safe, but what about a native of that area? Are the natives more prone to kidnapping, rather than simply being robbed or killed? I understand if us infidels took a stroll in a foreign country, but the USA isn't foreign to citizens of AZ. Allegedly, in AZ, kidnapping is done for ransome, perhaps something not attainable in those other places. AZ's mere mention in this subject is troubling.
Pretty ignorant statement, there was a big movement back in the day. Another naive statement, he's doing it to prevent more spill over into the states as the situation continues to escalate. If he were calling for a fence to be erected, or troops to be stationed simply to eradicate the possibility of any illegals slipping through the cracks, then your statement would be plausible.

Perry is a joke, even among Republicans here. A GOP poll had him trailing Kay Bailey Hutchison 56-31. His only recourse is to make hard core appeals to the "base" and assassinate Hutchison's character. This from a guy who supported Rudy Giuliani for president. It's going to be a very nasty primary because Perry will not lose nicely. If there is no scandal to bring her down, Hutchison will Texas' next governor. If the GOP is dumb enough to nominate Perry again, the Dems actually have a small chance to win.
It isn't surprising, given the massive increase in violence among drug gangs in Mexico, that the US would need to consider sending troops to the border. It wasn't too long ago that there was a massive gunfight, which a reporter caught on tape as he was in the crossfire, on a border bridge between customs checkpoints. That being said, there wouldn't be violence of this sort if the trade in recreational pharmaceuticals was regulated. When was the last time you heard of a gunfight over turf in the alcohol market?
