What's unfortunate is the ridiculous sociopolitical climate that NPR operates within (vis-a-vis funding) that leads them into such lunacy.
to be fair, the policy is well know w/in NPR. Simone violated it with impunity. NPR had to fire her, or their ethics policies mean nothing. there is the more insidious type of advocacy that is daily fair on ALC, ME, etc. that remains in place.
