Yes, that's becomes a more likely outcome. If a country has nothing to lose, its more likely to go to war. Most wars are either caused by religous causes or due to the need/desire for more resources.

The reason that it is unacceptable is that people like Kim and Sadam have proven histories of acting in irrational, aggressive, and without the advice of calming influences. Small-time dictator/thugs are probably equaly as far in ideology from the Al Qaedas of the world as they are from the stability of the United States -- by this I mean that there is an inherent irrationality that comes to omnipotent dictatiors who enforce their will through violence.

Ottomaton, I disagree with you here. There are a few major differences in irrationality between Kim, Hussein, and OBL. First off - none of them are truly irrational. They all know what they are doing. It may seem high-stakes and ludicrous to us, but from their perspective, its entirely rational.

OBL is absolutely committed to his cause, which is destruction of the US. He'll be most willing to do whatever it takes.

Hussein & Kim have countries to lead - ultimately, they are addicted to power. Yes, they'll do things that attempt to expand their power, but they aren't likely to do anything that will get them killed. Hussein could have used chem and bio weapons on US troops or against Israel in 1991, but didn't - it would have ensured that he lost power. Both are very good at pushing the envelope, although Hussein probably has finally gone too far.

Kim has been totally in control of this "crisis" situation. Worst case, they simply say they'll shut down their nuke plants and all goes back to how it was. Best case, they get all sorts of concessions. They know the US isn't going to attack anytime soon - not with Iraq looming and not without at least trying to get UN resolutions in place, so they can keep ratcheting up the tone / language to see what happens. As a starving economy, they are backed into a corner. Their primary export - weapons technology - may be falling apart as we more aggressively go after that issue. Really, they have nothing to lose.

Another major difference between the two is that Iraq has been belligerent for a long time - Hussein has a history of violence. North Korea really hasn't done anything to anyone in 40 years. Outside of weapons exports, which are done mostly for economic reasons since they don't trade anything else with anyone, there's been no real hostilities from them except for the occasional cross-border flareup with SK. I think Kim is very much mostly concerned about maintaining internal order than causing an international mess.

This is why NK can most likely be handled diplomatically while Iraq & OBL cannot.

Given that North Korea tries to acquire food from outside sources all the time and consistently is in need of international food assistance, I think its not hard to conclude that they have starvation problems.

If the US didn't cut-off the OIL (that was extorted from it) because N Korea did not abide by it's agreement with the US, then we wouldn't be in the situation we're in today.

They only scenario I see N Korea getting attacked is if:
1) NK attacks a neighbor;
2) NK tries to sell plutonium to terrorists and rogue States.

Although the US response to #2 is debatable, the US would not attack NK under any other (likely occurring) circumstances.

NK just wants $$$ to prop up their massive army which is there to protect their horrible failure of a country.

If it wasn't for a 1 million man army in NK there would be no US forces in SK. If the NK wasn't trying to extort from the US, there would be no crisis there. If it wasn't for blackmail, NK would be in even sadder condition. We don't need a dialogue with NK. We'd be happy to ignore it, but NK needs the support. NK is the country that keeps this crisis going to get $$$.

GWB may not be adept a handling NK's threats, but whose fault is it really? Would there even be an issue at all if NK didn't have to extort from the US?
