Hoyer is being safer than he was in Houston so he's not throwing the picks but you never get the sense that there is a very good chance he'll ever get his team into the end zone.
Hoyer might help the Bears this year by getting hurt just like he helped the Texans last year by getting hurt. It's early but Matt Barkley is looking more competent than Hoyer did.
I disagree, the DB popped him in the back of the head while the ball was in the air, the helmet moving was a dead giveaway and an automatic flag.
