I voted yes. Because there could also be a situation where the kicker misses the first as the timeout is called and then subsequently nails the second one. Kubiak would have been tarred/feathered in that case. Don't let the result dictate the rules. Rules are rules. They aren't situational.

Or you can do the fake TO, ala Jeff Fisher. Apparently during last year's Tennessee-Houston game, Fisher acted like he was going to call TO to ice Kris Brown but never did. So Brown was thrown off and missed the FG. In my opinion it's all part of a larger coaching chess match.

I personally think icing the kicker is stupid. Sure, my team just benefited from it, but I think the tactic is r****ded. Although, to be fair, if it was any other team playing the Redskins yesterday, I'd still be fine with it for ONE reason... Shanahan is the ****tard that started the recent trend of icing the kicker, which hadn't been a real issue in the league for a long time before that. Shanahan got Shanahan'd by his student. Student became the teacher.
I hate it...it's stupid. A kicker should not have to kick a field goal twice. Unfortunately, as others have said, it is pretty much impossible to implement a rule that eliminates this without sounding extremely contrived.
just because they line up to kick a field goal...doesn't mean they're gonna actually kick a field goal. you can't change the rule based on formation. what a great fake it would be...if your rule were in place to keep defenses from calling TO...to line up for a FG...and when the clock hits 5, slide someone over to take a direct snap. no way to call a TO to deal with it under a rule change.
How is this even a debate? This is no different than calling a timeout at any other time in the game. "Icing" a kicker hardly works and it could backfire against you. Implementing a rule where you couldn't call a timeout after a certain point would create more problems and controversy than this.
Joking? A kicker won't even be hear the whistle (which comes from the sidelines) before he takes the kick.
Haha. I think it's the coaches who should do the "manning up." I can't quite think of anything more cheap and chicken-**** in professional sports than this practice of calling timeout two seconds before a kick. Sure it cheapens the game and all, but hey it's a loophole in the rules that can't be closed...may as well take advantage of it. At least it's a legal way of forcing do-overs, unlike the "three seconds from gold" basketball game in '72.
