Targeting penalties aren't fair for defenders. They are enforced to the letter of the law without giving the defender's the ability to react to the offense's move. More penalties are drawn when WRs dip their head into the path of the defender rather than the defender targeting a vulnerable defender, which is the spirit of the rule.
