The Jazz has one of the best starting frontcourts in the league as well as a bunch of young players that could be potential stars. They seamlessly transitioned from the Deron Williams era without having to tank and have been able to acquire multiple high draft picks throughout the years (including a potential lottery pick from Golden State). They are financially flexible without any bad contracts on the roster and are positioned to become a contender in the next few years. Their ranking is very much deserved, despite whatever biases you may hold against Utah. As for the rest of the ratings, keep in mind that the spacing between teams are unequal. The difference between the Lakers (#3) and the Jazz (#4) is about the same as the difference between the Pacers (#5) and the Hornets (#11). So really, the numerical ranking is not truly indicative of the team's prospects; you have to look at the underlying details.
