because race and racial attitudes aren't formed in a vacuum. the context of race relations in america reflect america's historic tradition. when a white guy says anti-black stuff he's inherently put in the context of 200 years of slavery followed by 100 years of de jure discrimination. and most white folks who'd make such statements know this history and probably use it to make their anti-black comments. obviously that would be treated worse than a black guy saying we want this city to remain black.
This was a comment by an educated black man who knew the statements were going to appeal to blacks. He did it because he was trying to save his own neck, its disgusting, cowardly, and racist.

Nagin is one of the most unprofessional and incompetent elected leaders i've ever seen. If the people of NO and LA have any sense, they will vote out both him and governor Blanco at their earliest opportunity. Of course, they voted those imbeciles into office in the first place so I doubt that will happen.
