I'm sure Dallas was included because they were 40-42 last season and improved significantly on the season before. Making the assumption that the Mavericks might make the playoffs in 2000-2001 isn't all that much of a stretch if we're going on last year's performances. And if we judge the Rockets based simply on their record last year and the fact that they slid from the year before, it would be hard to justify putting them in the poll over the Mavericks. But that, of course, doesn't take into account player changes made in the offseason or the talent of the players on either team. I think the Rockets may be better than the Mavericks come the regular season, but it will not surprise me to see Dallas in the playoffs this season, either.
