Aren't buses more likely to crash/roll than to drive into water? Fires would be most likely coming from the front of a bus unless it's from inside or the whole thing is ablaze. Reading the pros/cons from here, http://www.localschooldirectory.com/k-12-articles/84 A lot of the cons to seat belts are pretty ridiculous.
