Is not calling the flagrant foul at the end of the game a rule or is that just a general practice of refs?

I'm not sure if it's an NBA rule, but I thought you have to establish yourself in-bounds before you can touch the ball. It certainly looked as if Ariza came from out-of-bounds to grab that board. Actually, on the replay, one foot was in-bounds. I'm guessing that's enough to establish yourself in the court.
Are you trying to say...Rafer being in the game is the reason Lakers came back...please ...when Rafer was in the game Magic were getting good looks...and ther offense was running much smoother...please somebody explain to me..what Nelson is doing so much better then Rafer...he's playing worse defensivly....he's playing worse offensivly...he's not attacking the basket as much as Rafer......Rafer>>>>out of form nelson
