Yes that is the same thing, the top 5 worst teams have the best chance at #1, my guess is they will give those teams those odds without removing those odds from the previous years worst teams (but it essentially does since there's more competing for those top pics). One thing to remember is that the rules for expansion, draft rules, expansion draft, etc etc will be different from previous from past expansions so its all speculation. But they can't do it based on how the old draft was because draft odds were VERY different the last time the NBA did expansion. You sure as hell woudln't have had so many mid lottery teams jumping up into the top 5 as we've seen these past years...ahem...the F'n Mavericks...but to be fair, Rockets benefitted jumping up to get #3 when they drafted Reed too.
