Other than the "uhhs" every now and then, he is a pretty articulate individual.

 

He doesn't sound inept. He'll get better with more media experience.

I'm not denying that he is. I was just agreeing as to what it "sounds" like when he's speaking. The sleepy demeanor coupled with the "uhh" and the " uh yeah" endings to an otherwise articulate thought/answer makes him seem inept. I'm sure with more experience and confidence talking to the media this will slowly go away.
