So you don't believe the business owners with piled on debts and no relief in sight could of cased out the activity of the area which would be at minimum at best due to the pandemic if not shut down for weeks to months already. As a grammar nazi...it's could have not could of. Regardless of intent...it is a terroristic act. Gee...I want to collect some insurance for my friend with a terminal illness, therefore I will blow up an RV on a city street not knowing whether or not I will kill or injure other people. And, since I am doing it for "a good cause", people won't call me a terrorist. Using that line of reasoning the 9/11 terrorists weren't terrorists because in their mind they were acting for a good cause.
