Gulf of Tonkin was largely fabricated. Operation Paperclip did, in fact happen. Although, you have to remember the context. The USSR was grabbing these guys up too. It was either they worked for us, or they worked for them. I've heard rumors of FDR knowing about pearl harbor, I honestly don't know.
Unless he knew what we know now, that the attack on Pearl Harbor didn't cripple our Navy, that the ships would be repaired, and even upgraded, right then and there. I'm not saying he definitely knew, but I do think it's within the realm of possibility.

It's a virtual impossibility as the conspiracy would have had to necessarily been extremely large. Did FDR think Japan would get aggressive with some of our embargo on steel etc? Sure. Did he know they were going to attack Pearl Harbor? No way. Not sure how 9/11 is a "contrived pretext for the war on terror." We were attacked by terrorists, on 9/11 and far before that (see 1995 WTC bombing, USS Cole, Kenyan embassies, etc). Nothing pre- or contrived about that.
