My own view from Federalist Paper 29 on the subject of the right to bear arms is that the Framers regarding an armed citizenry as a way for the States to provide for a common defense against foreign and internal threats including from an overbearing federal government. Under that view then gun control should be an issue left to the States to decide how much they want their citizenry armed.
I think guns should be banned with the exception of hunting rifles. If you need to protect your home, you can go get a hunting rifle which is still an effective deterrent. Without pistols and other guns, criminals would have a harder time obtaining guns and that would lower murders through firearms. I also think that a gun owner should be required to take a course in firearm safety and their gun should be registered and tracked. I don't think a state by state solution woudl be useful as it's too easy to cross state lines and buy a gun in another state.
