Actually the right to keep and bear arms means required a CHL is unconstitutional. And certainly one where the DPS says the fee is too high and unneeded.

I have a feeling you meant that to be funny however the funny thing is I think everyone should have to prove they are who they say they are to vote. Heck, you need an ID to buy a house, take out a checking account or loan, heck even to sign a child up for Little League. The only thing a voter ID law would do is limit voter fraud which of course would be terrible for the left.
I really don't understand the Democrat opposition to voter ID laws. The overwhelming majority of people above the age of 16 have a drivers license and already have an ID. If states provide those without a drivers' license an ID at a nominal fee (in Texas it would be $16 every six years for those under 60 and a one time fee of $6 for life over 60), I think that's completely reasonable. How about a compromise. States must issue IDs to anyone without a drivers license for free? All you have to do is show up to any DPS with proper identification.
What about the people who live in places that are 150+ miles away from a DPS office (there are several such counties in Texas, according to DoJ)? What about people who can't take time off of work to go to a DPS office during business hours (since they don't stay open late or have weekend hours in Texas)? There are people who have every right to vote who might not be able to get a valid Texas state ID, which is the entire reason that DoJ reported the way they did. I think a voter registration card, with verifiable computerized data on the voter, is plenty to allow someone to vote.
Where are these people living? If they're renting or owning, they are required to get an ID to sign a lease. Do they buy alcohol? Do they ever fly in planes? Cash a check? Buy cigs? Pick up mail at the Post Office? Apply for welfare at the Social Security office? Use a credit card at the grocery store? See R-rated movies? Visit a federal government building? According to a Pew Study in 2008, 76% of all voters support requiring a Photo ID and only 6% of non-voters claimed that ID requirements were the reason they did not vote. http://www.pewtrusts.org/uploadedFiles/wwwpewtrustsorg/Reports/Election_reform/Final%2520report20090218.pdf Furthermore, 87% of the voting population has a drivers license. That does not include people that have government issued IDs (federal/state/local) that doesn't have IDs. The Pew study above shows that an additional 11% voted using a government ID that wasn't a DL. So 99% of the voting public was able to procure some form of government photo ID. We are obviously talking about a very small portion of the population that is unable to get an ID. Rather than throwing very unfounded claims of racism around, perhaps we can work toward finding a way to get IDs for the very small percentage of the population that actually doesn't have one and can't get one.
Or maybe wingnuts should stop passing restrictive voting laws with no actual purpose other than to suppress turnout, and we wouldnt' have to worry about it. But no, way better to pass an unneccessary law that solves no problem and creates more, then come up with some new government initiative to try to solve problems created by that law. The party of small government in action...
