I'm thinking Catwomen and Bane(just a guess because of Hardy's casting). I also wouldn't be surprised to see a young Robin be introduced toward the end but not be part of the main storyline.
I am surprised at the 'no 3D' part. I saw TDK at the Imax in 3D and it was awesome. As big of a success as that was I am curious as to why they decided to ditch the 3D. (side note: I am not a big supporter of the 3D movement... especially in video games. I think there is only a small handful of movies that can pull it off and be successful.)
I am really hoping Bane makes a big appearance. I think Nolan could do his character justice. He was my favorite all time villain in the comics.

Nolan doesn't like 3D. To him it's just a gimmick and he'd rather utilize IMAX to its full potential.
The problem with Bane is that he's just a steroid using villain. How is he gonna terrorize society in the Nolan world? Police could just shoot him. What? He'll wear some type of armor? Turn this into Iron Man? I don't think so. I'll say Black Mask (a mob boss) and Cat Woman (a thief) Cat Woman steals from Black Mask and Batman has to help her blah blah blah
You could make a similar thing about the joker...why didnt cops just shoot him Bane would be more difficult to portray, i'll agree, but there could be a way to do it.
Bane wouldn't terrorize the city, he would terrorize Batman. Dark Knight Rises might follow some aspects of Knightfall, where Bane broke Batman's back and put him out of commission for a while. I doubt they would go full fledged Knightfall because it gets much more complex but maybe something like the animated series.
think about it this way. a villain is a villain because he is doing something to harm the good guy or the people in the city right? the way joker terrorized the city was through robbing banks, hiring a lot of henchmen, threatening and backstabbing mob bosses. now enter bane. he can't do what the joker did. its been done. in the next movie he can't go robbing banks and all of a sudden batman has to save the day. so what will the story be? bane kidnapping alfred? and finally.. do you remember all of the badass joker commercials back then? those were impressive.. can you really be hyped up if it was bane teasing the movie with his voice? "BATMAN I AM BANE.. I HAVE BIG MUSCLES. WHYYY SO SERIOUS?" I don't think so.
Tom Hardy is the same height as Chris Bale. How is he going to break his back? It's way tooo cheeesy.. I just don't see it.
Not doubting Nolan. I'm doubting Bane. Don't think Nolan will use him at all. or should use him. if he does use him.. well.. i'll try to be optimistic.
A lot of these smaller characters you guys are mentioning, imo would not work, they simple are not large scale enough to produce a movie about. Some are also not realistic in the Nolan Batman world. Honestly, the Riddler, although similar to Joker, is the most logical and sensible choice for the bad guy.
