I'd have to go with those countries that have a documented history of genocide. It's a pretty long list, but if you go by body count alone, I'd say Russia, Germany, and China rank right up their. However, if you go by percentage of population, it gets tougher with smaller countries like Rwanda, Bosnia, Cambodia, and several others making a good case for themselves.
I agree, but in sheer body count or percent of population I don't think we would compete with some of these countries that have been around a lot longer.
I think there are nations that are very open-minded as a whole. Like Japan surprisingly. Or Mexico. Or even the dominican republic. Also some african nations. But overall, my sense is that European nations (with some exceptions of course - mostly places like Norway) and Asian nations (including South Asia) are far more racist than America. I think the mid-west is especially tolerant, places like Ohio, Minnesota, and the Northwest as well all show a high level of racial tolerance.

Japanese is not racist? Have you ever been there before? Japanese are well-known for being subtle and they are also very well-known for their subtle racism. I thought these are all very well-known. Yes, I know I have said 'well-known' 3 times in this post.
I know you said "mostly" not natural, but I don't think you can discount the natural part. To illustrate, I think even dogs display an elementary form of "racism," if you want to call it that. Most dog owners can attest to that. And no, I did not train my dogs to hate people that look different than me. They do it on their own and must be conditioned NOT to do it. As another example, we once bred some dogs where the father was tan and the mother, who was white, must've been an albino (she was a stray so we had no way of knowing her bloodline), because half the pups came out tan and the other half came out black. The mother showed utter disregard for the black pups. A couple of the black ones died because she would let the tan ones nurse, but sometimes not the black ones. My guess is it was because the father was tan, and she was used to seeing a tan "other." In humans, dogs, whatever, I think it starts as a matter of visual pattern recognition and builds from there to "higher" forms of pattern recognition/classification. That being said, just because something is "natural" doesn't make it acceptable. It would be "natural" for me to want to bang my best friend's hot wife, but that certainly would not make it right.
Yeah, I've noticed that in Korea also. They hold pale skin in high regard. I even had a former student (a high level manager) tell me that he tries not to hire darker skinned people because they "have an evil mind" or some crap. He said it in a joking manner, but still, you have to be somewhat racist to say something like that. I would definitely not want to be a black person living over there.
