Its got to be Russia. Dark colored hair is enough to get you in trouble. Followed by Japan, then S. Korea. Of course if you are white, the latter two are really not that bad
This is sort of like asking, "Which of your children do you love the most?" http://en.wikipedia.org/wiki/List_of_race_riots Actually I found that wiki article after watching Li Jia Wei play table tennis in the Olympics and looking her up (I found her to be pretty damn cute ), looking up her country of origin, etc. I had zero knowledge of Singaporean history, and was intrigued when I found out that they actually had race riots before I was born. Seems like every corner of the globe is represented in the list. Depressing reality check. Agree with wizkid that the US is the greatest social experiment in human history. Too bad we won't find out how it ultimately turns out in any of our lifetimes. Grade: incomplete.
I would say Israel is probably the most racist. The entire continent of Europe is pretty racist and open about it too. Japan is racist as well. Also, some African countries are racist too.
I think Russia is the worst. Not only are people racist toward colored folks, but Neo Nazi youth actually beat up, attack and kill non native Russians. If you don't believe me, look at the videos on Youtube of Neo Nazi attacks in Russia. Its pretty scary. On a personal note, I had a Asian friend who was studying medicine in St. Petersburg, and he was beaten unconcious by a pack of these racist youth. He soon left the country.
I'd say US is above average on race relations. The other country I know well is France. They think we have a racism problem in the States, but from what I see of race relations in France, I don't think they should be talking.
I proposed the theory before but to review I think the instinctual drive for survival and genetic procreation drives human behavior to coalesce into 'like' units, the me, my family , my town, my race, my country loyalty. Most behavior is for self preservation and positioning oneself for prodigious reproduction. Excluding outsiders preserves the genetic strain and assures an allied defense. I usually say everything is always about the money, but money is actually just the mechanism for survival and procreation.

I think America is better on race-relations than most (there are def some exception, see my last point), but America has a harder time than many about being open about race and culture. Our drive to so much want to be colorblind, and to want to be a melting pot, often blinds us to the real biases that exist (especially in dominant groups--usually Whites). I think it is mostly cultural and experiential--not natural. If you around a lot of interracial couples and mixed ethnic group teams and schools and social groups and such--"it seems natural". I definitely think we are behind Canada and the Netherlands on race/ethnic/cultural relations (not that they don't have problems and biases too). I wouldn't put France or GB behind us either. I think those countries are probably more open about such tensions/problems, which they also do have, but I don't think there is more underlying racism or xenophobia there than in the USA. I will also say racism in the US varies greatly by region. For instance, the Bay Area—in part because in some areas there is no ethnic majority but also because of prevailing tolerance, has quite a bit different feel than other parts of the US.
