Angelos can certainly block an AL team moving to D.C. but i don't know about an N.L. team certainly, MLB could sell the Expos for a hefty sum to a D.C. group and give a generous amount of the proceeds to Angelos to make him happier.
On another note, is there a team luckier than the Yankeees? That would've been a sure double play to end the inning, and it goes straight off of Weber's hand. Before Soriano's home run, all Speczio had to do was handle a relatively simple throw, and he couldn't do that.
