You have no idea what you are talking about. The reason Morey inherited a playoff team is because of Yao and Tmac...those two players do not play for the Rockets any more and pretty much retired in their primes. Judge Morey by the moves he made and solely by that. He has no control over if a player gets hurt and has to retire. He has no control that teams are also punished for not tanking.
