It's for public appearances for one... so when you represent whatever you're representing, you don't ... well... do what this girl did. They're also trying to find someone that combines beauty and a bit of brains.

Me and my girl tivo'd that and looked at each other in shock as she began speaking. She has no f*cking excuse. The questions were quite possibly the easiest pageant questions and all the other girls answered theirs fairly well and coherently. Ms South Carolina didnt freeze up, imho she's just dumb. Miss Colorado, Miss West Virginia, Miss New Jersey all handled their questions well.
