Yes it would be fine if Trump set the foreign policy even if it was openly to pull out of NATO and for him and his supporters to champion Putin taking back the Soviet States. Yes... that is not an impeachable offense. What is an impeachable offense is doing this not because pulling out of NATO is our foreign policy stance under Trump, but because it’s explicitly been proven that Trump engaged in this scheme because of assistance in the 2020 election. He is working with a foreign power to help him run a disinformation campaign. That is undeniably impeachable unless you are a Trump diehard who loves him so much you believe he deserves to be a dictator.
At this point if someone who engages in political discussion routinely like @pgabriel doesn't understand that the "abuse of power" part isn't merely changing decisions on military aid to a foreign country on a whim but rather changing a decision on foreign aid to a country based on personal gain reasons that contradict US foreign policy, they aren't debating in good faith.
A reminder that trump's people do things for an audience of one... and only that one could look at what pompeo did as a "win."
