Because PacMan is worth a lot and there are opponents that will bring in more money. Mosley is washed up now. Even if Pacquiao beat him, it would add nothing to his resume but the fact that he defeated a 38-year-old. Cotto was the most impressive fight in last couple of years. Pacquiao earned that one, and there are still a bunch of haters making excuses.
