During the Carter years we wasted relatively little money on offensive military adventures. He started no wars. Jimmy was career military and like Eishenauer did not fall for the bs of the many medalled military guys. I saw where one of the frustated gnerals/admirals called him a "tough old boot" when he did not fall for the ususal militaristic bs.

He thought that if America did not pursue the technology then terrorists would not be able to make nuclear weapons from a technology htat did not exist. He thought that only America would have the ablity to develop the technology. Today, I think just about every country with nuclear power plants minus America reproccesses spent nuclear fuel. In 1977, he went on the television and told the citizens that USA energy security (oil) was the moral equivalent of war. This was around the first 100 days of his presidency. He also laid out a nation-wide plan to conserve energy use by using solar energy, better insulation and increasing gasoline MPG. Three years later he reinstituted registration for the draft after the 1979 oil crisis. I believe Reagan made a promise to abolish the registration. Some economists cite the Carter years as the starting point in a mass exodus of USA jobs to other countries known as outsourcing.
