Part of the problem is that most people who work as cops or prison guards in Baltimore are from Baltimore. If you get your police force and prison guards from a really corrupt, violent part of the country, they are probably going to be corrupt and violent too. That's just how it goes.

It is hard to take the DOJ seriously. While Loretta Lynch is slightly better than Holder that is not saying much. Holder was the worst AG in history. Lynch is only slightly better.

The Baltimore police are a product of Baltimore just like the criminals of that city. No one is saying they don't have problems but we all know the ONLY reason for the report was in order to save face after all of the Freddie Gray nonsense turned up to be for nothing. They did a similar report in Furguson after it turned out that all of the Micheal Brown nonsense was baseless. It's just what this administration uses their DOJ for.

 

Texas has as many Prison Gangs that run the Narcotics enterprise if not more. In fact, I do fear the wild west in general. In Texas, it's all the criminal gangs in general that keep me from visiting.

 

Yeah, I'm sure there is no inverse relationship between employment rate and incarceration rate. Besides, 42% unemployment is acceptable and the people of that community need to quit "whining" about their crap economic prospects. I imagine if they do that then Google will come by with job offers.

We found evidence that BPD supervisors have explicitly condoned trespassing arrests that
do not meet constitutional standards, and evidence suggesting that trespassing enforcement is
focused on public housing developments. A shift commander for one of BPD’s districts emailed a
template for describing trespassing arrests to a sergeant and a patrol officer. The template provides
a blueprint for arresting an individual standing on or near a public housing development who cannot
give a “valid reason” for being there—a facially unconstitutional detention. Equally troubling is the
fact that the template contains blanks to be filled in for details of the arrest, including the arrest data
and location and the suspect’s name and address, but does not include a prompt to fill in the race or
gender of the arrestee. Rather, the words “black male” are automatically included in the description
of the arrest. The supervisor’s template thus presumes that individuals arrested for trespassing will
be African American.
