I believe it is legal if your turning left from a one-way street onto another one-way street in a red light situation. However, in Texas, I don't believe it is legal to turn from a two-way street left onto a one-way street in a red light situation. I run into a situation where I have to sit through two red lights for over five minutes leaving work due to the f-ed up timing of the lights. The first light I need to turn left on a one-way from a two-way...which is illegal in Texas. But, sometimes I run it anyway because I don't feel like sitting there for 4 minutes. If I wait for four minutes on the light to turn green, then when I turn onto the one way...I immediately hit another red light and have to sit there another couple minutes. In some states, turning left on red from a two-way onto a one-way is legal. But, it pisses me off to no end how poorly some lights are timed downtown to where you end up sitting for 6-7 minutes just to go one hundred feet.
i never said i knew every aspect of the law. i certainly don't do parking lot law for a living. i'm unaware of any law that governs speed limits in a parking garage. the page you linked me to took me to a ton of different provisions, including navigation....can you link me directly to the one that talks about parking garages and the speed limits set for them? i do know that if you get in a wreck in a parking garage and you call the cops, you'll be lucky if they show up. if they do, they generally won't write tickets.
I think section 545 has the speed limit rules, man you want everything handed to you on a silver platter, and If I recall correctly, it was YOU who brought up the legality of the subject.
The only time a parking garage is mentioned in that section is when it says people can't recklessly drive in them.
i looked through that section and still can't find it. it seems it would be in the section titled Prima Facie Speed Limits 545.352. but it seems from what I read that the commission is only given authority to regulate speed on public roads and highways. i'm not arguing with you...i'm curious.

I work in the Heights, close to the spot where 18, 19, and 20th streets all converge into one. (Where the old K-Mart used to be if you know the area) There is a four way stop there and several one way only turns. On a daily basis, I think more of Houston's worst drivers go through this intersection than any other place in town. People who don't know how 4 way stops work, turn onto don't turn lanes, jump into clogged lanes at rushhour stopping the oncoming flow of traffic, and just in general drivers with only themselves and their needs in mind. There's really no need for traffic signs because people at this intersection just don't pay attention to anything. That's a twice a day piss off pill for me every weekday.
