Saying without evidence that the 'real purpose' of the law was not the purported purpose of providing for election integrity and public confidence in the vote, but rather a secret agenda of harassing political opponents is textbook conspiracy theory. You have a theory of a secret plot being conducted by adversaries that might sound plausible but you have no evidence and offer no evidence to show it's true. As to the costs, the law reads in Sec. 127.351 (c): "A county selected to be audited may not pay the cost of performing an audit under this section." It will be the State of Texas shouldering the costs of this audit. I really don't know how these audits actually go, and I can imagine some cooperation from county officials is required. But, again per the law, it says the Secretary of State shall conduct an audit. It doesn't say he will cause the county to conduct an audit. The more I look at this and respond to posters, the more convinced I am that Hidalgo's complaints are complete BS, intended merely to make Democratic-leaning voters incensed at Republican state leaders and to wholly dismiss their election integrity laws as an effort to discredit the 2020 election. I am a Democratic-leaning voter. And I am incensed at Republican state leaders already. I personally see the promotion of the election integrity law as a baldly partisan insinuation that Democrats cheat at elections. But the particular provision in this law to audit 4 random counties every 2 years seems to me like a very measured and reasonable bit of bureaucracy to ensure our election procedures are okay. It's bureaucracy, it's boring, it's a check-the-box exercise, and it shouldn't be newsworthy at all, and I don't appreciate Hidalgo trying to make it out to be something it's not. I also see in the aforementioned Section of the law, counties are precluded from being randomly selected twice in a row. (And, from what I've read, they wrote the names of counties on slips of paper, didn't use a computer.) Harris County was not randomly selected twice in a row. It was selected once on purpose a year ago (along with one other Democratic and two other Republican counties) for an audit that has nothing at all to do with this random audit process, and now has been randomly selected for this law. Harris County will not be in the drawing for the 2024 round of random audits. But of course the Sec of State can order special audits whenever (if he has the budget to pay for it). Also, that special audit isn't nearly as comprehensive or expensive as it sounds, according to this article. And it's sounding like our beefed up election audit department is still going to cost only in the ones of millions of dollars a year from what I've read, not tens or hundreds. Remember that Republicans don't actually like spending tax money to make the state better, so they're only going to spend the minimum to be able to say they're doing stuff.
