They explicitly want to leave children behind and jump to greener pastures while forgetting those children exist.

If the kid is an appealing prospect to the school, yes. School choice just means that the child and the tax money attached to his attendance can go to any school that is willing to take him. That's how a voucher system works. Ideally, the schools would then compete over the students, like NBA teams competing over players, offering them the best curriculum, amenities, class sizes, etc. The top prospects would be more coveted, the dregs would be less coveted. Kids with special needs or behavioral issues would likely have far fewer choices available to them than gifted and well-behaved kids that require no accommodations. Eventually, the kids would be sorted into schools that were suited to them. There would probably be schools that were more focused on discipline to help kids with behavioral issues, schools more focused on specific areas of study to help kids looking to pursue certain career paths, schools with more resources devoted to special needs to help kids with those needs, etc. It would probably be very good for a high academic achiever to jump to greener pastures and away from kids with behavioral problems, and it would be good for a kid that isn't focused on academics and has behavioral issues to be in a setting where they are focused on sorting out those behavioral issues, but that school would do nothing for the well-behaved science wiz.

Bottom line, we would be better off with more customized educational environments so radically different students with different needs are not stuck with a one-size-fits-all education system.
