This describes Republicans perfectly. However Republicans are at least honest about it. Liberals prefer everyone else to burden the responsibility of fixing problems that often do not even apply to them.
That meme doesn't even make sense. Typically it's GOP members that are more for increased power in state government than on a federal level. That's why increased MedicAid funding was turned down by Texas GOP leaders after Obamacare was passed even though it would have benefitted and provided health care funding for many Texas citizens. This while Texas ranks last in overall healthcare performance. Because party over people.
