Not really. Discernment, to me, resides in the spiritual realm and judgement is more a the physical thing. You can judge someone based on actions, but you must discern him in the spirit. For example, RM95 might be the worst christian there ever was in the physical, and you judge that to mean he is not commited to his faith. But you can, if you have the ability, discern that he is called to something greater and just hasn't accepted his call yet. Discernment can therefore be prophetic (sp?).
