From the mavs perspective, why did they not sign lance and ariza for slightly more than what they got for parsons? lmaaaaoooo

I'm glad Born Ready went to the Hornets instead. One of my favorite players despite the immature Lebron antics. Like, I wanted to hate or dislike him for what he was doing to Lebron, but he's just awesome haha.

No. You can't have both cap room and exceptions like the TPE and the TPEs count against the cap.
Let's say you the cap is at $63.2 million and the team's salaries are at $60 million, plus you have a $8 million TPE. In that case, it's not possible to sign a player using caproom because $60 million + $8 million brings you over the cap. You could however renounce the TPE, then you could sign a player for up to $3.2 million, but the TPE would be gone. That's why we would have had to renounce the TPEs in order to get Bosh.
