My guess is being drunk, in very casual and disheveled clothing and not carrying his ID. That's the only way they could imagine he wasn't who he said and that it wouldn't come back to haunt them. Henry Gates was screaming at the top of his lungs and the cop actually thought it was a B&E, and he didn't get a harmful hand laid on him.
Nice. This is just a bizarre story. Mulligan claiming he was taken to a motel, police claiming otherwise. That said, unless someone's life is in danger, police should never beat someone to this extent. Well, LAPD will pay him his money, rightfully so. Would you all take an asswhipping from the police if you knew you would receive a significant payday (not knowing the extent of the beating; could be what tis guy got or worse)?
Cops claiming bath salts again. Anytime they want to make up something to scare people. The crazy guy in Miami wasn't even on bath salts. That was police speculation. This is police perjury.
