I'm not so convinced he footed the (entire) bill.

Jessica Simpson allegedly purchased her own rock, knowing that the size was going to make the tabloids either way and she wanted to look good in the press.

 

That rock might be inflation proof.

 

After thinking about it clearly I'm sure most folks will come to the conclusion that no way he purchased the ring entirely.
He may have paid a portion of it (from his reported 17 mill earnings), Kimmie K may have chipped in(so she can stay in the news with talk of a 2mill 20 carat ring), the E network probably chipped in a bit and the Jeweler probably added a bit of a discount(as long as the jeweler gets some publicity) and voila.
