Do you really not think that there is a difference between actions in the final seconds and minutes of a game, and actions before then? I think mathematically it is likely indisputable - don't know really, didn't research, but have to assume it's the case - that actions that happen in those last seconds/minutes of a game have a much higher impact to Wins/Losses? Clearly, ideally you'd have everything be referee'd and timed exactly right throughout every second of every game. But given this is reality, I see no problem with the 0.4 second rule.... ... assuming it was enforced as it's written.
