Noticed in the federal register this week that there was a notice of proposed rule making on the issue of rebates for undelivered programming during blackouts due to retransmission consent negotiations or failed non broadcast carriage negotiations. Doesn’t appear to target in market blackouts, unfortunately. So maybe you cable folks will get a dollar off your next bill the next time a league and network come to blows on contract negotiations.
