Yes, definitely a mix of both. I can think of states without strong social welfare programs but with strong gun regulations (China, for example). I can think of states with both (many of the countries you listed). However, I can't think of a state with strong social welfare and extremely lax gun regulations. I threw out Switzerland as maybe a close example, but even Switzerland has strong gun regulations. Thus, while we can't technically answer case A or case B on its own, I think we can say that B does work (China) and A may work but is not as clear as B.
