Should I have told the police I thought the guy was on something?

Should have said something. Drunk drivers should not be on the road. Period. If this guy kills someone else while driving drunk and you didn't do anything to help stop it, wouldn't you feel at least partially responsible?

I was at a light when I saw a fire truck run a red and ram into a Range Rover. Shockingly the RR didn't move but a few feet and stopped the Truck in its tracks. The people in the RR were bloody and hurt, so I called the cops and told them that the firetruck was at fault and they ran a red.

Eh, could have said something, but it's probably fine. It wouldn't have been a dick move at all.

But, if he was intoxicated, the cop probably did make him walk the line, etc. A wad of bubble gum probably ain't going to help him. Even if he gets off on DUI, his insurance will be making some big payments for him and his rates will go up. The cop might give him a ticket or two as well. So, even in the drunk guy's best case scenario, he's getting dinged. Probably not enough, but something.

Just to be sure...you shoulda planted some blow in the dude's car and then reported him. That will teach him to arouse your suspicion.

You can tell the officer your observation. That's it.

I would have mentioned it. What's that worst that can happen? You're wrong and at-fault dude gets a little angry?

Cops may overlook certain behavior, but not a DUI. They will lose their job if it is discovered.

Being hyper and nervous sounds more like a guy who just was in a wreck and knows he's at fault. A drunk person is usually not very hyper.

Maybe meth or something, but he didn't sound stoned or drunk by your description.
