1. Because he won't come to the Rockets without the guaranteed money. He's going to get it from someone. 2. It's less than 2 million, and will be two years (isn't that the LLE max?). 3. Low risk, potential high reward. I can't think of a reason not to sign this guy to the LLE, assuming he's ready and able to play.
