Uh, right. Lots of GMs/execs have "final say on all personnel matters" written into their contracts, for example. Lots of owners are completely hands-off the on-field side of things. So no, GMs do not necessarily have to get ownership permission to make personnel moves. Not sure how we're disagreeing.
