I think you confused what the purpose of the Sherman act is. The point of the law is to keep markets as competitive as possible. There's nothing in the law that talks about pricing. If a merger is shown to weaken competition and decrease choices for consumers it's illegal. Also if you combine the sales of Albertson + Kroger they equal to Walmart grocery sales. The merger would clearly lessen competition which only drives down innovation Stores would shut down which would only mean job loses as well. Kroger and WMT do not compete directly WMT has global reach; in the US serves small towns, urban & suburb Kroger / Albertson target certain regions in the US, serving urban and suburb communities as compare to WMT, offer higher quality of meat and veggies wider selection of grocery items because both are one of the top players in their markets, merger of K/A will change the competitive landscape in certain urban / suburb communities
You also forgot to mention that it would greatly impact the labor market due to Kroger publicly stating they would shut down stores if the merger happened ! This would mean tens of thousands of job loses at a time the labor market can't afford it.
