Allow me to spell it out for you... 1. The front of the building is little more than a facade. If you drill it to hell it will crack. Pressure will cause the glass to shatter. This is an expensive problem to have. 2. If you hang the plywood inside the windows, the only real cleanup will require caulk or puddy to fill the holes in the drywall. This is a cheap problem to have. 3. Reason you want to do this? It is a bookstore. Books, largely made of paper, tend to be damaged by water. If the storm hit with enough force to break the windows, rain (water) would be coming in sideways, causing damage to inventory. In short, this was a prudent thing to do, particularly in the bookselling business.
