Because the cost of those 50 million people when they do go to the hospital is extraordinarily expensive. It costs a lot more money to treat a heart attack than it does to treat hypertension. It is CHEAPER for all of us if those 50 million pay a bit for health care and get preventive care than it is for them to just shop up to a hospital in an emergency situation and not pay anything so that billions of dollars they cost gets passed on to us. You already pay a penalty tax for not having low energy lights. It's called an energy tax.
