The answer to the question is NO! He isn't a Franchise Player, in fact he isn't on a team!
Steve Francis was the Franchise Player for the Houston Rockets till Tracy McGrady became the teams Franchise Player!
Hopefully the mantle is about to be handed to Yao Ming for the first time in his career.

 

Yao is a great human being, a wonderful teamate, and NOT a franchise player.
