Well, here we go. Reports this week, including from today's New York Times, indicate that the President will escalate U.S. involvement in Iraq by deploying additional troops. CBS News last evening reported that plans already call for a brigade from the 82nd Airborne Division to deploy to Kuwait after the holidays. Incoming Secretary of Defense Robert Gates is expected to approve the move after being sworn in Monday. I get the sense that everyone in the country except the President and Vice President is caught back on their heels at the moment. Here are just a few of the misconceptions that seem to be floating around since the election: Myth: The results of the election will force the President to reevalute his Iraq strategy. Reality: The election defeat has forced the White House to go through the motions of reevaluating its Iraq policy; hence, the President's listening tour. Politically, he had no choice but to make a lavish effort to look responsive to the election results. Substantively, however, everything about this Administration suggests it will do what it wants to do regardless. The last few weeks reinforce that impression. If the White House can blow off the bipartisan elder statesmen of the Iraq Study Group, it can certainly ignore Democrats, the press, and the people. Myth: Following the reevaluation of its Iraq policy, the White House will announce its proposed New Way Forward, whereupon there will be a vigorous national debate. Reality: The White House is not going to wait for the Democratic Congress or for an extended national debate before it proceeds. There are some indications that the reason for delaying the President's announcement of "The New Way Forward" is so that he can announce a fait accompli. (Andy Card, who famously noted about the 2002 run-up to the Iraq invasion that you don't roll out a marketing campaign in August, might also say the same thing about launching one during the Christmas holidays.) I wouldn't be surprised to see new deployment orders already issued by the time Democrats officially take over Congress in the first week of January, the President's way of grabbing his crotch and saying, Debate this. Myth: Rumsfeld's exit and Gates' entrance signal a new direction from the White House. Reality: The relief and excitement that greeted Gates' nomination seemed all out of proportion then and even more so now. Gates caught official Washington, and many Democrats, on the rebound. If Rumsfeld was the bad boyfriend, then Gates swept everyone off their feet simply by being soft-spoken and listening. So instead of using the hearings on the Gates' nomination as the starting point for a debate on Iraq policy, it became a bipartisan lovefest. The myth that the ISG report would somehow save the day has already been exploded. The adults are not in charge; Cheney still is. I would expect that Cheney and Rumsfield conspired in the last few weeks of Rumsfeld's tenure to start the ball rolling on the New Way Forward with the intention of constraining Gates' options. Myth: The prospect of Democratic oversight will sober up the Administration and force it to rein itself in. Reality: The White House is going to try to outflank Congress with speed and agility. Troop deployments are a perfect example. Deploy the troops, then ask Congress for the funding. Are Democrats going to support the troops already there, or pull the rug out from under them? Myth: Congessional hearings will build public support for withdrawal from Iraq. Reality: It is difficult to imagine public sentiment against the war being any higher than it is right now. In this week's NBC/WSJ poll, 71 percent of respondents disapproved of the President's handling of Iraq. As soon as congressional hearings begin, the President is likely to get some bump in the polls because it allows him to cast the debate in familiar political terms. The President versus congressional Democrats is a much better matchup for the White House than the President versus the reality of his disastrous policies. Congressional hearings are also messy, boring, and diffuse--an important part of good governance, but not especially effective at rallying public support one way or another, at least in the short-term. But hey, at least Bush listens to the Generals. _____________________ White House, Joint Chiefs At Odds on Adding Troops By Robin Wright and Peter Baker Washington Post Staff Writers Tuesday, December 19, 2006; A01 The Bush administration is split over the idea of a surge in troops to Iraq, with White House officials aggressively promoting the concept over the unanimous disagreement of the Joint Chiefs of Staff, according to U.S. officials familiar with the intense debate. Sending 15,000 to 30,000 more troops for a mission of possibly six to eight months is one of the central proposals on the table of the White House policy review to reverse the steady deterioration in Iraq. The option is being discussed as an element in a range of bigger packages, the officials said. But the Joint Chiefs think the White House, after a month of talks, still does not have a defined mission and is latching on to the surge idea in part because of limited alternatives, despite warnings about the potential disadvantages for the military, said the officials, who spoke on the condition of anonymity because the White House review is not public. The chiefs have taken a firm stand, the sources say, because they believe the strategy review will be the most important decision on Iraq to be made since the March 2003 invasion. At regular interagency meetings and in briefing President Bush last week, the Pentagon has warned that any short-term mission may only set up the United States for bigger problems when it ends. The service chiefs have warned that a short-term mission could give an enormous edge to virtually all the armed factions in Iraq -- including al-Qaeda's foreign fighters, Sunni insurgents and Shiite militias -- without giving an enduring boost to the U.S military mission or to the Iraqi army, the officials said. The Pentagon has cautioned that a modest surge could lead to more attacks by al-Qaeda, provide more targets for Sunni insurgents and fuel the jihadist appeal for more foreign fighters to flock to Iraq to attack U.S. troops, the officials said. The informal but well-armed Shiite militias, the Joint Chiefs have also warned, may simply melt back into society during a U.S. surge and wait until the troops are withdrawn -- then reemerge and retake the streets of Baghdad and other cities. Even the announcement of a time frame and mission -- such as for six months to try to secure volatile Baghdad -- could play to armed factions by allowing them to game out the new U.S. strategy, the chiefs have warned the White House. The idea of a much larger military deployment for a longer mission is virtually off the table, at least so far, mainly for logistics reasons, say officials familiar with the debate. Any deployment of 40,000 to 50,000 would force the Pentagon to redeploy troops who were scheduled to go home. A senior administration official said it is "too simplistic" to say the surge question has broken down into a fight between the White House and the Pentagon, but the official acknowledged that the military has questioned the option. "Of course, military leadership is going to be focused on the mission -- what you're trying to accomplish, the ramifications it would have on broader issues in terms of manpower and strength and all that," the official said. The official, who spoke on the condition of anonymity to discuss internal deliberations, said military officers have not directly opposed a surge option. "I've never heard them be depicted that way to the president," the official said. "Because they ask questions about what the mission would be doesn't mean they don't support it. Those are the kinds of questions the president wants his military planners to be asking." The concerns raised by the military are sometimes offset by concerns on the other side. For instance, those who warn that a short-term surge would harm longer-term deployments are met with the argument that the situation is urgent now, the official said. "Advocates would say: 'Can you afford to wait? Can you afford to plan in the long term? What's the tipping point in that country? Do you have time to wait?' " Which way Bush is leaning remains unclear. "The president's keeping his cards pretty close to his vest," the official said, "and I think people may be trying to interpret questions he's asking and information he's asking for as signs that he's made up his mind." Robert M. Gates, who was sworn in yesterday as defense secretary, is headed for Iraq this week and is expected to play a decisive role in resolving the debate, officials said. Secretary of State Condoleezza Rice's views are still open, according to State Department officials. The principals met again yesterday to continue discussions. The White House yesterday noted the growing number of reports about what is being discussed behind closed doors. "It's also worth issuing a note of caution, because quite often people will try to litigate preferred options through the press," White House press secretary Tony Snow told reporters. Discussions are expected to continue through the holidays. Rice is expected to travel to the president's ranch near Crawford, Tex., after Christmas for consultations on Iraq. The administration's foreign policy principals are also expected to hold at least two meetings during the holiday. The White House has said the president will outline his new strategy to the nation early next year. As the White House debate continues, another independent report on Iraq strategy is being issued today by the International Crisis Group, a Brussels-based crisis monitoring group that includes several former U.S. officials. It calls for more far-reaching policy revisions and reversals than did even the Iraq Study Group report, the bipartisan report issued two weeks ago. The new report calls the study group's recommendations "not nearly radical enough" and says that "its prescriptions are no match for its diagnosis." It continues: "What is needed today is a clean break both in the way the U.S. and other international actors deal with the Iraqi government, and in the way the U.S. deals with the region." The Iraqi government and military should not be treated as "privileged allies" because they are not partners in efforts to stem the violence but rather parties to the conflict, it says. Trying to strengthen the fragile government of Prime Minister Nouri al-Maliki will not contribute to Iraq's stability, it adds. Iraq's escalating crisis cannot be resolved militarily, the report says, and can be solved only with a major political effort. The International Crisis Group proposes three broad steps: First, it calls for creation of an international support group, including the five permanent members of the U.N. Security Council and Iraq's six neighbors, to press Iraq's constituents to accept political compromise. Second, it urges a conference of all Iraqi players, including militias and insurgent groups, with support from the international community, to forge a political compact on controversial issues such as federalism, distribution of oil revenue, an amnesty, the status of Baath Party members and a timetable for U.S. withdrawal. I've seen a number of bloggers making this point. But let me join the chorus. President Bush has for years hidden behind the fairly transparently bogus claim that decisions about troop strength and deployment will be made based on the judgment of what the military brass thinks they need. That now seems to be a dead letter, though, as the Joint Chiefs are unanimously against the White House plan to 'surge' troops in Baghdad for at least the first half of next year. As significant as the JCS's opposition, however, is the basis of their opposition. According to the Post, they believe the White House "still does not have a defined mission and is latching on to the surge idea in part because of limited alternatives, despite warnings about the potential disadvantages for the military." I think there's a more blunt way of putting this. The administration refuses to deal with the actual sitaution in the country, the "limited alternatives." So they're pushing for more troops -- without any clear idea of what they will do, other than that more must be better than less -- because that's the easiest way to avoid dealing with what's actually happening in the country. It's not the kind of war that we're used to in America. The Greatest Generation was used to storming beachheads. Baby boomers such as myself, were used to getting caught in a quagmire of Vietnam where politics made decisions more than the military sometimes. Generation X was able to watch technology right in front of their TV screens -- you know, burrow into concrete bunkers in Iraq and blow them up. --W I learned some good lessons from Vietnam. First, there must be a clear mission. Secondly, the politics ought to stay out of fighting a war. There was too much politics during the Vietnam War. There was too much concern in the White House about political standing. And I've got great confidence in General Tommy Franks, and great confidence in how this war is being conducted. And I rely on Tommy, just like the Secretary of Defense relies upon Tommy and his judgment -- whether or not we ought to deploy and how we ought to deploy. --W
Sounds about right! Let's call the "surge" what it really is; an escalation of the war. Escalating Silence I don't know when Scott Stanzel started working as a White House spokesman, but his rejoinder to Joe Biden's anti-escalation views doesn't make much sense: "I would hope that Senator Biden would wait to hear what the president has to say before announcing what he's opposed to." So while the Decider dithers none of us are allowed to offer our opinions about what he should do? I suppose it would be convenient for the White House message team if things worked that way. I think Gary Schmitt from PNAC is insightful on the psychodynamics here: Roughly speaking, the fixed point of the president's thinking is an unwillingness to admit that the venture has failed. For a long time the best way to do that was to simply deny that there was a problem. Political strategy for the midterms, however, dictated that the president had to acknowledge the public's concerns about the war and concede that things weren't going well. At that point, simply staying the course doesn't work anymore. But de-escalating would be an admission of failure, so the only option is to choose escalation. Thus, the idea of an escalation starts getting pushed and we start reading things int he paper like "Top military officials have said that they are open to sending more U.S. troops to Iraq if there is a specific strategic mission for them." Consider the process here. It's not that the president has some policy initiative in mind whose operational requirements dictate a surge in force levels. BURNS WASHINGTON, Dec. 31 — President Bush began 2006 assuring the country that he had a “strategy for victory in Iraq.” He ended the year closeted with his war cabinet on his ranch trying to devise a new strategy, because the existing one had collapsed. The original plan, championed by Gen. George W. Casey Jr., the top commander in Baghdad, and backed by Donald H. Rumsfeld, then the defense secretary, called for turning over responsibility for security to the Iraqis, shrinking the number of American bases and beginning the gradual withdrawal of American troops. But the plan collided with Iraq’s ferocious unraveling, which took most of Mr. Bush’s war council by surprise. In interviews in Washington and Baghdad, senior officials said the White House, the Pentagon and the State Department had also failed to take seriously warnings, including some from its own ambassador in Baghdad, that sectarian violence could rip the country apart and turn Mr. Bush’s promise to “clear, hold and build” Iraqi neighborhoods and towns into an empty slogan. This left the president and his advisers constantly lagging a step or two behind events on the ground. “We could not clear and hold,” Stephen J. Hadley, the president’s national security adviser, acknowledged in a recent interview, in a frank admission of how American strategy had crumbled. “Iraqi forces were not able to hold neighborhoods, and the effort to build did not show up. I finally had a chance at Christmas to talk with my nephew extensively about Iraq. He is a Marine who was stationed there until this past Nov. He has to go back again either in March or Oct. He is going to try for March so that he can get it over with. These are his experiences there that I will relate. He said the best part of it was talking with people from different places. The guards at his base are Ugandan, and then they work with a lot of Iraqis. He also was able to visit an oasis where Abraham visited with his son according to the bible. My nephew said that Iraqis won't step up as a whole because on an individual level they are worried about reprisals to their families. Their concerns are not about Iraq as a nation but about their own wife, sister, brother, etc. He believed that going over there they could really make a difference, but now says that he doesn't see any possible way to turn Iraq into a stable democracy. The main reason is that isn't even the goal of most Iraqis. As mentioned above their goals are the safety of their families. I asked him if it was difficult seeing people all over the place in the states who have no idea what the military is going through, and about real conditions over there. He said yeah, but the main thing that bothered him is that people find out he was in Iraq and keep asking stupid questions like if he killed anybody. My nephew said that even if he or pretty much any soldier had killed someone the last thing they want to do is talk about it. But people keep on asking him stupid questions like that. I can't believe people ask them those kinds of things. Just from the videos I saw I can guarantee our troops have a huge technological advantage. Some of the new weapons provide awesome firepower. There are still plenty of unarmored humvees going around in dangerous areas.
Best thing is to split Iraq into three pieces like Yugoslavia. These people don't care if they are Iraqi's, they care only about their tribes. Or just nuke Iraq, that would kill most of the terrorists there.
